The Kyoto Protocol, signed in 1998, includes absolute emission reduction commitments for 38 industrialized countries, with an overall reduction of 5.2% in carbon dioxide emissions by 2012 compared with 1990 levels. The commitments entered into by developed countries entail the implementation of emissions permits, enabling emission rights to be bought and sold between industrialized countries.
